New Fleet Programme Delivery Assessment & Support

Overview of Deliverables

Abellio’s subsidiary company, Abellio Greater Anglia (AGA), was awarded a nine-year contract by the Department for Transport (DfT) in August 2016 for the provision of passenger rail services to and from London across Essex, Suffolk, Norfolk, Cambridgeshire and Hertfordshire (Greater Anglia Route). As part of the contract Abellio undertook to carry out a £1.5 billion fleet and infrastructure upgrade. Abellio have awarded contracts to Stadler and Bombardier to replace all the existing rolling stock within the Abellio East Anglia franchise. This will create an estimated increase of 10 per cent in the fleet size, the fleet will be equipped with air conditioning, free high speed WiFi and power sockets for customer. 

The main items of works are as follows:

  • Complete replacement of the existing fleet, with the delivery of 1,043 new carriages between Spring 2019 and Autumn 2020.
  • Many existing vehicles will be refurbished ahead of the arrival of the new fleet.
  • Investment to improve stations and upgrades, with major schemes at Broxbourne, Cambridge, Cheshunt, Harlow and Southend Victoria, digital information screens at all 131 stations, improved ticket offices and more ticket vending machines, nearly 1800 additional car parking spaces and 4000 additional cycle parking spaces.
  • £120m investment in depots, including a new maintenance facility at Manningtree and infrastructure upgrades at Norwich Crown Point, Wensum Triangle.
  • Other route infrastructure upgrades will be carried out to Power, Level Crossings and gauging to facilitate the new rolling stock.

AGA approached Vertex to undertake a study of the mobilisation and delivery plan for the New Fleet Programme (NFP). Utilising our previous experience of infrastructure and rolling stock delivery, AGA are interested in Vertex assessing the engineering integration, competence and compliance of the New Fleet Programme.

Deliverables Included

  • Review of documentation, interview of key staff
  • Analysis of findings and assessment of this in a workshop environment with the client and its NFP suppliers
  • Provide a gap analysis and road map for the NFP.
  • Present findings to the NFP senior team and AGA Board members.
  • Provision of a detailed report in three stages
  • Develop the scope for the second stage of support for the delivery of the NFP, this is to consider delivery, maintenance, operation of the NFP equipment’s.

Resources utilised

Vertex utilised its team of Railway Systems, Rolling Stock and Safety Engineers and Project Managers for this project. Qualification held includes membership of the Institution of Railway Signalling Engineers, membership to the Association of Project Managers (MAMP), Project Management Professionals (PMP) and professional Chartership (C.Eng.).
